第一部分 征集规则 Work Rules

（一）Organizers

（二）Method & Rules

本次征集工作分三个阶段进行：第一阶段资格预审；第二阶段选址论证；第三阶段详细规划设计。

Comprising three phases: pre-qualification, site selection study and detailed planning & design.

1. 本次征集采用公开报名的方式 Open Application

公告发布后，视为报名开始，境内外规划规划设计机构皆可报名。

The Application begins since this announcement releases.  Both domestic and foreign design companies may register for the competition.

2. 评估会组成 Evaluation Committee

    由主办单位、承办单位依法组建机构遴选评委会（以下简称“评委会”），成员由不少于7 名相关领域知名专家组成。专业背景包括城市规划、城市设计、建筑设计、景观设计、交通规划等。评委会由评审组长主持评审工作，评审组长通过推举产生，在评审中与其他成员有同等表决权；具体评审细则由评委会确定。

An Evaluation Committee consisting of no less than seven reputed experts from the related industries (including urban planning, urban design, architectural design, landscape design, transportation planning, etc.) will be established by the hosts in accordance with laws and regulations. The Evaluation Committee will be chaired by a recommended chairperson who enjoys the same voting right as other members during evaluation. The detailed evaluation rules will be determined by the Evaluation Committee.

3. 入围团队采用资格预审方式 Pre-qualification

由评委会对报名团队的主创设计师的业绩和经验、拟投入项目的团队成员及经验、公司资格、行业声誉等资格预审文件进行综合评审，确定团队的综合排序，排序前5家入围团队参加后续征集。如有入围团队自行放弃等原因无法参与，由主办单位、承办单位按照综合排序依次选择入围团队，确保5家团队参与征集方案编制。该阶段评审结果不公开成果，仅公示各团队分数及排名情况。

The prequalification committee is set up by the organizers and the undertakers. The prequalification committee will review performance and experience of chief designers and team members, company qualifications, reputation and then determine the top five finalists of the ranking. If any of the finalists quit or cannot participate, the organizers and the undertakers will select the alternative team according to the ranking, ensuring there are 5 teams to participate in the preparation of the solicitation plan. The evaluation result in this phase is nonpublic, only the ranking of grades on each group would be shown.

4. 选址论证及详细规划设计方案评选采用专家评审方式 Site selection study and detailed planning & design would be evaluated by the evaluation Committee

选址论证：采用明标的方式对5家入围团队提交的成果进行评审，从中评选3家优胜方案进入第三阶段规划设计。详细规划设计：采用明标方式对第二阶段的3家优胜团队提交的成果进行评审，确定团队综合排名，并将结果予以公布。选址论证及详细规划设计阶段均须团队主创设计师现场汇报方案并回答评委的疑问；评审过程中发现的问题和产生的纠纷，由评委会讨论并由组长裁决。

The submissions of 5 shortlisted teams will be evaluated by open bid and 3 superior competitors will entry the third phase. In the phase of detailed planning &design (3rd phase), the submissions will also be evaluated by open bid, the result and ranking will be published. the competitors will make spot presentation (the principal designers of the team present the scheme and answer jury’s questions. Requirements on presentation details will be uniformly notified). The problems discovered and the disputes generated from review shall be discussed by the review committee and judged by the review chairman.

（三）Registration Requirements

1. 本次国际征集鼓励由合法注册的法人实体组成的联合体参加，强强联合，但联合体成员不超过2家，境外规划设计机构必须与境内规划设计机构组成联合体，并以境内设计机构为联合体牵头方，方能报名。不接受个人及个人组合的报名。如报名团队不足10家，将采用意向邀请方式。

1. The Consortium (the number of teams shall be no more than 2) is encouraged to participate in the solicitation and overseas design agencies must team up with domestic design agencies (play the lead party) as a Consortium to register. The intention invitation will be adopted if the number of teams of registration is less than 10.

2. 境内外规划设计机构必须具有经合法注册并在有效期内的营业执照，且必须具有独立企业法人资格。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时报名参赛。

2. Design teams, either from home or abroad, must be an independent legal entity with legally registered and effective business license. For two or more legal entities that have one same legal representative, their parent companies, wholly owned subsidiaries and holding companies are not allowed to register for the Competition at the same time.

3. 参与本次国际征集的设计人员应为该规划设计机构的在册人员，主创设计师须由主持过多个同类型项目的人员担任，需有 5 年以上相关工作经验，须直接参与征集设计全过程, 包括现场踏勘、成果汇报、评审答疑等。为了保证项目规划设计人员对中国地区背景和相关要求的准确理解，项目规划设计人员中应至少有一名通晓汉语的人士。如在本次国际征集过程中发现主创设计师与报名材料所提交的团队人员不符，主办单位有权取消其参加资格。

3. Designers participating in this consulting must be registered personnel of the firm. The chief designer must be those who has presided several similar projects and involved in the entire design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 teammate with proficient Chinese language skills. If the chief designer actually working for the Competition is inconsistent with the one indicated in the submitted registration materials, his/her group will be disqualified.

4. 报名团队成员中申请主体为国内机构的，须具有城乡规划甲级或工程设计建筑行业（建筑工程）甲级资质；申请主体为境外机构的，须在其所在国家或地区应具有合法营业范围，并具有我国境内合法经营和设计许可。报名团队成员至少一方应符合以上资格条件；

4. The domestic applicant must have a Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering) while the overseas applicant must have a legal business in its country or region and also has a legal operation and design license of China. At least one member of the registration team should meet the above conditions;

5. 报名团队配置需包含产业经济、城乡规划、城市设计、建筑设计、景观设计、生态规划、市政规划设计、交通规划设计等相关专业人员；

5. The registration team needs to include relevant professionals in industrial economy, planning and design, urban design, architectural design, landscape design, ecological planning, urban planning and design, and transportation planning and design;

6. 报名团队如为联合体，应共同签署一份联合体协议书，并明确各规划设计机构的职责分工、各自承担的工作量及权益比例，评选奖金承办单位将根据联合体协议书签多方合同；

6. A consortium in registration should sign a consortium agreement, and specify the division of responsibilities, workloads and equity ratios of each team. The undertaker for award matters will conduct the multi-party contract signing according to the agreement.

（四）Honoraria and fees

1. 奖金Prize

通过资格预审入围的5家单位（含联合体）提交的选址论证成果应满足征集要求经专家评审委员会评审后形成选址论证阶段3家优胜方案。经专家评审委员会评审为有效成果的设计单位（含联合体）将获得相应阶段设计补偿费。

In each phase, 3 winning companies (consortium included) will be determined by the Evaluation Committee through qualified 5 companies (consortium included) by which Site Selection Study submitted meet solicitation requirements. The winning companies get winning bonus. The rest 2 companies will get compensation fees.

（1）选址论证阶段 Phase Site Selection Study

优胜方案设计单位（含联合体）各获得40万元，其余设计单位含联合体各获得20万元。

Winning bonus: ￥400,000

Compensation fees: ￥200,000 Each

（2）详细规划涉及阶段 Detailed Planning & Design

选址论证阶段的3家优胜方案设计单位（含联合体）开展详细规划设计经专家评审委员会评审。第一名方案设计团队获得中标设计费（含后续整合深化费）220万元，第二名方案设计团队获得设计补偿费80万元，第三名设计团队获得设计补偿费40万元。

1 winning company (consortium included) will be determined by the Evaluation Committee through 3 winning companies (consortium included) by which Detailed Planning & Design submitted meet solicitation requirements. The winning company gets winning bonus. The rest 2 companies will get compensation fees.

Winning bonus: ￥2，200,000 (Submission integration fee included)

Runner-up compensation fees: ￥800,000

The bronze compensation fees: ￥400,000

2. 奖金的支付 Prize Payment

（1）本次征集的奖金均以人民币支付，所获奖金产生的任何税金由规划设计机构自理，须提供符合主办方要求的中国国内完税发票。相关费用在最终征集结果公示结束后开始办理支付手续。

(1) Prize in this consulting will be paid in RMB, any tax arising from the bonus and design compensation, etc. shall be borne by design institutions themselves, and the tax payment invoices used in China shall be provided as required by the host. Relevant expenses will start to be paid after end of publication of the final consulting results.

（2）国外规划设计机构若无法使用本机构帐户收取人民币的，须与主办方签订三方支付协议并授权国内合法独立法人代收款项, 因此产生的税费由设计单位自行负责。

(2) If an overseas design institution fails to collect RMB by using own corporate account, it shall sign the third-party payment agreement with the host and authorize a legitimate and independent legal person in China to collect on behalf, with the resulting taxes and fees to be borne by itself.

3. 其他 Miscellaneous

(1) 规划设计机构参加本次征集的所有费用（含差旅住宿费）均自行承担。

(1) Design institutions shall bear all expenses for participating in this consulting

(including the travel and accommodation expenses).

(2) 如评审委员会认为规划设计机构提交的成果文件未达到本次征集设计工作深度及要求的，主办方将不予支付其设计奖金。

(2) If the review committee holds that the deliverable submitted by any design institution fail to reach the depth and requirements of this consulting and design, the hosts will not pay any prize thereof.

（五）Schedule

本次国际征集包括资格预审、选址论证、详细规划设计三个阶段，详见下表。

Comprising three phases: pre-qualification, site selection study and detailed planning & design.

注：以上时间以北京时间为准，主办单位可对具体时间节点、踏勘及答疑会、评审会形式作适时调整。

Note: The timetable above is subject to Beijing Time. The Hosts may adjust the dates and the ways to conduct site visits, Q&A meeting and review meetings as may be necessary.

（六）Registration Materials

1. 报名文件内容要求Registration Document Content Requirement

A4 规格（210mm×297mm），1 正 4 副，不超过 40 张单页纸内容（涵盖附件1-7要求内容，双面打印，页码只到 80，页数限制不含封面封底扉页和目录），简装。需包含以下内容：

The registration document should include one original copy and four duplicate copies in A4 size (210mm×297mm), including no more than 40 pieces of paper (print on both sides with the page number up to 80 at maximum, excluding front and back covers, title page and table of contents). Following contents should be covered.

2. 报名材料提交Submission of Registration Materials

(1) 规划设计机构填写报名信息，并于北京时间2021年 10月26日 24:00 前提交 , 报名截止，电子报名信息须与纸质文件一致。

(1) Design companies should submit the registration materials by 24:00 of 26^th Oct. 2021. The registration information provided online must be identical to that in the hard copy documents.

(2) 报名成功后，纸质文件及 U 盘形式提交（现场或邮寄）报名材料（包含报名文件和初步思考）。规划设计机构应于北京时间2021年11 月1日17:00 前，现场提交或邮寄至重庆市城市规划学会，地址：重庆市渝北区银桦路66号。

(2) After successful registration, hard copies and USB disk of the registration materials (including registration documents and preliminary thinking) should be submitted on-site or by mail to Urban Planning Society of Chongqing(No.66 Yinhua Rd. Yubei Dist. Chongqing) by 17:00 of 1^st Nov. 2021.

(3) U盘内含文件：报名文件（PDF 格式）。

(3) The USB should contain registration document and preliminary thinking (PDF format).

3. 注意事项 Note

(1) 如为联合体投标，联合体各成员单位的报名文件均须分别加盖各自单位的公章。

(1) For consortium, Registration Document of each member must be affixed with its own corporate stamp.

(2) 报名材料重点部分必须中英双语（参赛声明、联合体协议书、规划设计机构介绍、设计团队总表、项目经验总表），其他部分的语言必须以中文为主，不得完全使用英文或其他外文，中英文不一致之处，以中文为准。

(2) The major parts of the registration materials must be in both Chinese and English (Participant’s Statement, Consortium Agreement, profiles of design companies, master schedule of the design team, and master schedule of project portfolios), while other parts must be mainly in Chinese. It is not allowed to use English and other language only. Should there be any discrepancy between the Chinese and other languages, the former shall prevail.

（七）Validity of Submissions

在规定截止日期前送达，有下列情形之一者，经评审委员会三分之二以上评委认定视为无效设计成果：

Design submissions should be received by the deadline. In any of the following cases as confirmed by 2/3 of the members of the Evaluation Committee, the design submissions will be deemed invalid:

1. 设计成果提交后，更改设计成果的内容；

1. The design submissions are revised after being submitted;

2. 设计成果不符合任务要求，包括成果内容不全；

2. Design submissions fail to meet the requirements of the Design Brief, including incomplete contents;

3. 将设计任务转包或混合其他机构设计人员完成的设计成果；

3. The design tasks are sub-contracted to others or the submissions incorporates design works completed by other design teams;

4. 设计成果深度未达到设计任务中设计深度要求的；

4. The detailing level of design submissions fails to meet the requirements of the Design Brief;

5. 参加联合体的各成员再以自己的名义单独参加的，或同时与两个或两个以上的联合体参加的；

5. Members of the consortium independently participate in the Competition in their own names or or join two or more consortia for the Competition;

6. 设计成果非原创、已经发表过、与其它设计方案雷同的。

6. The design submissions are non-original, already published, or identical to other design proposals.

（八）Copyright and Laws

1. 由主办方提供的资料、软件和其他物品，其所有权（包括版权）等合法权益归甲方。未经主办方书面同意，规划设计机构不得擅自使用或交由任何第三方使用前述资料、软件和其他物品，否则，规划设计机构应承担由此产生的所有责任并赔偿甲方因此遭受的所有损失。

1. Legitimate rights and interests such as ownership (including copyright) of the data, software, and other articles provided by the host belong to Party A. Without written consent of the host, design institutions shall not use the above mentioned data, etc. or hand them over to any third party for use; otherwise, design institutions shall assume all the resulting responsibilities and compensate for all losses suffered by the host therefrom.

2. 规划设计机构保证提交给主办方的策划设计图纸、相关文件、资料、方案等项目成果以及实现该成果所使用的必要方法不侵犯主办方和任何第三方的合法权益（包括但不限于专利权、商标、著作权、厂商标识、服务标记、商业秘密、公民的肖像权等），否则，规划设计机构应承担由此产生的所有责任并赔偿主办方因此遭受的所有损失。

2. Design institutions guarantee the planning and design drawings, relevant documents, data, schemes, and other project results (including interim and final results) submitted to the host as well as the necessary methods used to achieve the results will not infringe upon the legitimate rights and interests (including but not limited to patent right, trademark, copyright, manufacturer’s logo, service mark, trade secret, and citizen’s right of portrait, etc.) of the host and any third party; otherwise, design institutions shall assume all the resulting responsibilities and compensate for all the losses suffered by the host therefrom.

3. 所有参加此次国际征集设计作品的版权归规划设计机构所有，主办方有权吸收征集方案中的合理要素。所有征集成果文件在评审后不退还参赛规划设计机构。

3. The right of authorship in all the design deliverable of this consulting belongs to design institutions. Hosts and organizer shall be entitled to use reasonable elements in all the design deliverable submitted. All design deliverable will not be returned to the design institutions after the review.

4. 主办单位和承办单位可以无偿展示所有设计成果，包括在评审结束后公布评审成果，并通过传媒、专业杂志、专业书刊或其它形式介绍、展示及评价设计成果。

4. Hosts and organizer may display all design deliverable free of charge, including announcing the review results after end of review, and introducing, displaying and evaluating design deliverable via media, professional journals, books or others.

（九）Confidentiality Principles

1. 公开发布信息后，直到最终征集结果公布为止，凡属于对征集文件的审查、澄清、评价和比较的有关资料以及优胜候选人的推荐情况、与评审有关的其他任何情况均应严格保密；任何有关的信息和资料均不得向规划设计机构或上述工作无关的人员泄露。

1. From public release of information to the announcement of the final consulting results, data relating to the examination, clarification, evaluation, and comparison of the Consulting Document, recommendation situation of winner candidates, and any other situation relating to the review shall be kept in strict confidence; any relevant information and data shall not be divulged to irrelevant personnel of the design institutions or the above work.

2. 主办方、承办单位、组织单位及评审专家在收到设计单位提交的成果文件后，应做好相应的保密工作。评审活动结束前任何人员或机构（包括参赛的规划设计机构）未经主办方或政府有关部门许可，都不得以任何方式披露、公开或展示成果文件，否则将追究其相关法律责任。

2. Hosts, organizer and co-organizer and review experts shall complete the 23 corresponding confidentiality work after receiving the deliverable submitted by design institutions. Before end of the review activity, any person or agency shall not disclose, make public, or show the deliverable in any way without permission of the host or relevant government department; otherwise, they will be investigated for relevant legal liabilities.

（十）Dispute Settlement

本次征集活动受中华人民共和国法律管辖，征集工作和所有文件适用中国法律。征集相关文件、合同履行中若发生争议，双方应友好协商解决；协商不成时，采用诉讼方式解决争议，诉讼地点为项目所在地人民法院。

This consulting is governed by the laws of the People's Republic of China. The consulting work and all documents related are governed by the laws of China. Any dispute relating to relevant documents of this consulting or during contract performance shall be settled by both parties through friendly negotiation; if the negotiation fails, it shall be settled through lawsuit in the people’s court where the project is located.

（十一）Language and Unit of Measurement

1. 语言 Language

与此次征集活动有关的所有往来通知、函件、征集成果文件均应使用中英文,并以中文文本为准。

All notices, correspondence, and consulting deliverable relating to this consulting shall be in both Chinese and English and the Chinese text shall prevail.

2. 计量单位 Unit of Measurement

除国家相关标准及征集文件中的技术要求另有规定外，征集成果文件使用的度量单位，均采用中华人民共和国法定计量单位。

The units of measurement used in the consulting deliverable shall be the legal units of measurement of the People’s Republic of China, unless otherwise provided in 24 relevant standards of China and the technical requirements in the Consulting Document.

（十二）Miscellaneous

1. 方案评审结果确定后，主办方不对未胜出参赛单位就评审过程以及未能胜出原因作出任何解释，同时亦不退还征集成果文件。未获胜单位不得向评审小组人员或其他有关人员索问评审过程的情况和材料。

1. After determination of the final winner, the hosts will not account for the review process or the reason for not winning to the corporation not winning, nor return the consulting deliverable. Design institutions not winning shall not ask members of the review committee or other relevant personnel about the situation or for any material of the review process.

2. 拒绝专利索赔或补偿的权利 Right to Reject the Patent Claim or Compensation

无论规划设计机构是否获胜，规划设计机构均不得以专利权、商标权或工业设计权等知识产权为由向主办方提出任何索赔或补偿的要求。

2. Winning or not, design institutions shall not lodge any claim or ask for compensation on grounds of intellectual property like patent right, trademark right or industrial design right.

3. 主办方保留更改活动日程安排的权力。如有改动，将至少提前 3 天通知。

3. The hosts reserve the right to change the activity schedule, and will give relevant notice of the change, if any, at least 3 days in advance.

4. 征集文件、征集文件澄清（答疑）纪要、征集文件修改（补充）函件内容均以书面明确的内容为准。当征集文件、澄清（答疑）纪要、修改（补充）函件内容相互矛盾时，以最后发出的为准。

4. Content of the Consulting Document, consulting document clarification (Q&A) minutes, consulting document modification (supplementary) letter are subject to the content expressed in writing, and when the content contradicts each other, the latest version shall prevail.

5. 规划设计机构应确保其项目负责人和主要设计人员始终参与本设计工作；境外设计单位应确保有境外单位的主创人员参与、签名和加盖境外单位印章。

5. Design institutions shall ensure the ongoing participation of their persons in charge of the project and main designers in this design work; overseas design institutions shall ensure that personnel from overseas corporations to participate, sign, and affix seal of overseas corporations.

6. 规划设计机构参加现场踏勘活动、答疑和专家评审会时需自带翻译，且主创设计师必须亲自参加踏勘及答疑，并亲自汇报城市设计成果，如若主创设计师不能亲自参加和汇报成果，则将取消其及其所在规划设计机构国际征集的资格。

6. Design institutions shall bring interpreters when attending site survey, Q&A session, and expert review meeting, and principal designers must personally attend survey and Q&A session and personally present urban design deliverable, otherwise, the principal designers and their design institutions will be disqualified for participating this international consulting.

7. 主办方保留要求获得前三名的优胜规划设计机构按照政府主管部门的意见对方案进行一次修改的权利，将至少提前 7 天通知。

7. The hosts reserve the right to request the top 3 winners to optimize the scheme once according to the government departments, which will be noted 7 days in advance.

8. 征集文件的解释权属于主办单位。解释语言以中文为准。

8. The hosts reserve the right for the interpretation of the Consulting Document, with the language of interpretation subject to Chinese.

9. 参加本次征集活动的设计单位均视为承认本征集文件所有内容。

9. Design institutions that participate in this consulting will be deemed as acknowledging all content of this Consulting Document.

第二部分 技术任务书 Technical Design Brief

（一）项目背景 Background

荣昌古称昌州，雅称“海棠香国”。“荣昌陶”、“荣昌夏布”、“荣昌折扇”享誉全国，人杰地灵、人文荟萃、人才辈出。荣昌地处成渝地区双城经济圈发展主轴上，是重庆主城都市区的桥头堡城市，成渝铁路、成渝高铁、成渝高速、潼荣高速、大内高速等国家级大通道贯穿全境，日渐成为成渝地区中部的次级交通枢纽。荣昌产业基础较好、生态环境宜居、营商环境优越，先后荣膺“最具增长潜力新兴城市”、“中国年度最佳投资休闲目的地”“营商环境十佳城市”、“2020年全国工业稳增长和转型升级成效显著地区”， 2017年、2019年均被国务院办公厅表彰为“落实有关重大政策措施真抓实干成效明显地方”。

Rongchang is known as Changzhou in ancient times, and has the elegant name of " Country of Begonia’s Fragrant ". It is known for its ceramic, “summer cloth” and folding fan. Thousands of persons with talent were born in this land. Rongchang is on the main axis of Chengdu-Chongqing Twin Cities Economic Circle, the bridgehead city in the central area of Chongqing. Expressways and Railways like the Chengdu-Chongqing Expressway，Tongrong Expressway and Chengdu-chongqing Railway throughout the city, which means Rongchang is going to be the secondary treasportation hub of the region. With good industrial base, ecological environment and business climate, Rongchang reserved the title of “The most promising emerging city”, “Best investment leisure destination of the year in China”, “Top 10 cities for business environment”, “Areas with notable achievements in steady industrial growth, transformation and upgrading in 2020”. In the year of 2017 and 2019, Rongchang was honored by the General Office of the State Council as “Places where the implementation of relevant major policies and measures has achieved notable results”

荣昌高新区是全国首个以农牧为特色的国家级高新区，是荣昌区实体经济的核心投放地，更是国家生猪技术创新中心、国家生猪大数据中心、国家畜牧科技城建设的关键载体。近年来，荣昌高新区抢抓成渝地区双城经济圈建设、重庆“一区两群”区域协调发展、重庆主城都市区“扩容提质”等重大战略机遇，实体经济总量、效益取得了跨越式发展，科技型、成长型企业不断涌现。但是，由于起步较晚，高新区仍然存在带动能力偏弱、创新实力不强、产城融合滞后等突出问题，2020年总体排名位居全国169个国家级高新区的第139位，知识创造和技术创新能力、产业结构升级和结构优化能力等评价指标远滞后周边的永川、泸州等国家级高新区。当前荣昌高新区正进入新旧动能转换的发展阶段，迫切需要引入创新理念、培育创新空间、营造创新环境。

The Rongchang High-tech Zone was the first national high-tech zone with the feature of animal husbandry. It is the main carrier of the industries of Rongchang, also the base of “National Pig Technology Innovation Center”, “National Pig Big Data Center” and “National Animal Husbandry Science and Technology City”. With the development of Chongqing and the establishment of Chengdu-Chongqing Twin Cities Economic Circle, the economy of Rongchang had a rapid expansion, however, the problems like weak innovation strength and weak driving ability exist because of its short history. In the year of 2020, the Rongchang High-tech Zone ranked 139^th of total 169 national high-tech zones in China, and also weaker than neighbouring High-tech Zones like Yongchuan and Luzhou. At present, Rongchang High-tech Zone is entering the development stage of transformation of old and new driving forces. It is urgent to introduce innovative ideas, cultivate innovative space and create an innovative environment.

（二）征集目的 Plan Objectives

本次征集旨在引入国际化的视野、前瞻性的思维和创新性的理念，立足新发展阶段、贯彻新发展理念、融入新发展格局，探索出荣昌高新区的新战略、新路径、新模式，把科创中心打造成为令人才向往的智慧之园、宜居新城、科创高地，为高新区高质量发展“赋能、铸魂、塑形”。 

The purpose is to collect urban design concepts and plans with an international vision, forward-looking thinking and innovative ideas, and to propose new strategies, new paths and new models for the Rongchang High-tech Zone. In order to build the Science and Technology Innovation Center into a desirable wisdom park, a new livable city, and a highland for science and technology innovation, it should be based on the new development stage, implement the new development concept, and integrate into the new development pattern. In order to build the science and innovation center into a desirable wisdom garden, a livable new city, and a highland for science and technology innovation the plan should set the tone for the industries area by studying new development stage, concept and pattern, empower it by planning functional projects and shape it by building scenarios of production, lives and ecology suitable to the Science City. The design can make the spatial guidance be more scientific and specific, while provide a guidance for the compilation of control detailed planning, revision of statutory plans, urban renewal, and recent development.

 

（三）工作原则 Work Rules

标准理念国际接轨。借鉴国际经验，认识、尊重、顺应荣昌高新区的发展规律，探索科创中心的空间品质标准，提出前瞻性的设计理念与策略。

人与自然和谐共生。人与自然是生命共同体，人类必须尊重自然、顺应自然、保护自然。在设计中要体现绿色发展，构建清洁低碳、安全高效的城市能源体系，构筑促进绿色低碳生活的城市空间。加大生态系统保护力度，充分考虑生态系统，构建生态廊道和生物多样性保护网络，提升质量和稳定性。

多元空间留住人才。立足园区科研人员的工作生活需求，立足科创要素的空间布局要求，在空间营造方面突出科创中心的特色性和差异性。供给多样化的创新空间、交流平台和服务设施，形成开放共享的文化氛围，吸引科技人才，激发创新活力。

Considering the work and life demands of scientists and other scientific researchers, and the space layout requirements of technology and innovation elements, the design scheme shall highlight the distinctiveness and difference of Science City inspace construction, provide diversified innovation space, exchange platforms，and service facilities, and form an open and sharing cultural atmosphere to attract sci-tech talents and stimulate innovation.

（四）项目范围 Scope of Project

选址论证和详细规划设计包含两个范围：

Phase 2 and 3, namely, Site Selection Study and Detailed planning & design will be carried out at two different scopes.

1. Site Selection Study

基于综合统筹、整体协调的发展考量，本次征集需要从荣昌高新区整体发展的角度思考。拟在荣昌高新区管辖范围乃至整个荣昌中心城区范围，选择出1-2处最具潜力打造成为科创中心的区域，每处范围不小于2.5平方公里。荣昌中心城区规划范围包括核心区和同城化发展区，总面积约364平方公里。其中，核心区包括昌元、昌州、广顺、峰高、安富5个街道、万灵镇以及直升镇道观村，面积约为316平方公里。同城化发展区涉及荣隆镇玉久村、沙坝子村（荣昌国家级高新区荣隆园），直升镇荣升社区（直升场镇），双河街道鱼苗社区、金佛社区、高丰村。

Research on the site selection of the Science and Technology Innovation Center. Based on the consideration of comprehensive overall planning and overall coordination, this solicitation needs to be considered from the perspective of the overall development of Rongchang High-tech Zone. It is planned to select 1-2 areas with the most potential to become scientific and technological innovation centers within the jurisdiction of Rongchang High-tech Zone and even the entire Rongchang central urban area, with each area not less than 2.5 square kilometers. 2. 详细规划设计 Detailed Planning & Design

聚焦高新区、畜牧科技城，由设计团队根据自身选址方案，对选择的科创中心选址区域进行详细设计，包括对规划范围内的场地、交通、绿地景观等内容进行详细的空间组织与设计。

Focusing on the high-tech zone and the animal husbandry science and technology city, the design team will carry out detailed design of the site selection area of the selected science and technology center according to its own site selection plan, including detailed spatial organization and planning of the site, traffic, green landscape, etc. within the planning range. design.

（五）征集内容 Competition Introduction

本次国际方案征集的内容分为资格预审、选址论证、详细规划设计三个阶段。以下为正式成果的内容要求：

1. Prequalification

资格预审阶段提交材料应包括：对本项目规划设计的初步思考，可涉及技术路线、功能组织、空间结构等内容。

The deliverable should cover preliminary ideas, including technical route, function organization, spatial structure, etc..

2. 选址论证 Site Selection 

科创中心选址须结合国家发展战略要求、成渝科创走廊建设态势、荣昌城市空间拓展情况和荣昌高新区发展阶段特征等因素，根据高新区自然山水特点、人文本底特色、现状建设特征等，识别出1-2处最具打造潜力的创新空间，并探索出新时代背景下西部欠发达地区国家级高新区的创新空间培育模式和实施路径。主要内容包括，但不限于：

The site selection of Sci-Tech Innovation Centre (STIC) should base on the requirement of national development strategies, the construction situation of the Sci-Tech Innovation Corridor between Chongqing and Chengdu, the urban space expansion of Rongchang and the development feature of the High-Tech Zone Rongchang. Consider about the natural feature, cultural characteristics and present situation, locate 1 or 2 best site for the STIC. Explore the path of developing innovation space in the undeveloped cities in West China. The deliverable must cover following contents:

a. 结合国家发展战略要求、成渝科创走廊建设态势、荣昌城市空间拓展情况和荣昌高新区发展阶段特征等因素，提出适合荣昌高新区科创中心的目标与定位；

a. Base on the requirement of national development strategies, the construction situation of the Sci-Tech Innovation Corridor between Chongqing and Chengdu, the urban space expansion of Rongchang and the development feature of the High-Tech Zone Rongchang, give out the goal and orientation of the STIC.

b. 分析高新区自然山水特点、人文本底特色、现状建设等特征，并结合案例分析，提出与发展理念及核心价值相符合的科创中心发展规模；

b. Consider about the natural feature, cultural characteristics and present situation, analyse similar cases and give out the core concept and scope of the STIC.

c. 分析结合荣昌区中心城区现状形成和未来规划的空间结构，从区位条件、规划功能定位、交通条件、辐射范围、现状配套、建设适宜性等方面进行综合分析评价，识别出1-2处最具打造潜力的科创中心创新空间，每处选址面积约2.5平方公里（原则上不超过3平方公里）；

c. Analyse the present and future spacial structure of the core zone in Rongchang, rise a comprehensive analysis and evaluation from the aspect of location conditions, planning function positioning, traffic conditions, radiation range, supporting status, construction suitability, locate 1 or 2 best site for the STIC, each site covers an area of about 2.5 square kilometers (no more than 3 square kilometers in principle);

d. 从可操作性和时效性等角度，提出科创中心建设分阶段实施建议。

d. From the perspective of maneuverability and timeliness, give out suggestions on the construction of the STIC in phases.

Detailed Planning & Design

第二阶段评审会确定的1处选址开展详细规划设计。荣昌高新大道（G348）即将全面竣工，西南大学荣昌校区南拓校区、重庆城市技术管理学院即将动工建设，科创中心详细规划设计方案必须具有较强的可操作性，对下一步的具体项目落地有较好的指导作用。主要内容包括，但不限于：

Carry out the detailed planning & design on one site chosen by the evaluation committee in phase 2. Since the Road G348 is nearing completion, the expansion of Southwest University Rongchang campus and the Chongqing City Institute of Technology management are about to start, the detailed planning & design of STIC must be practical, and can guide the projects to fell to the ground. The deliverable must cover following contents:

a. 现状条件分析Current Condition Analysis

从周边山水格局、建成区特征，选址区域自然人文资源、土地利用现状、道路交通组织、配套服务等方面，对场地现状条件进行全面分析。

Carry out a comprehensive analysis of the site condition based on natural and cultural features, land use status, road traffic organization, supporting services, etc..

b. 相关规划及政策解读 Relative Planning and Policies

从国家、区域及城市等不同层面，对影响科创中心未来发展的发展规划、国土空间规划（含已批城乡规划、国土利用总体规划及相关专项专业规划等）以及对科创中心发展相关的政策进行解读，支撑发展理念的制定。

Carry out a comprehensive analysis of development planning and territorial space planning which influence the development of the STIC, and study relative policies from national, regional and city levels.

c. 发展理念 Development Philosophy

研究借鉴国内外同类型地区的营城理念，提出符合未来发展特征且具有创想性、前瞻性的发展理念，明确科创中心的核心价值。

Study similar cases and rise a forward-looking and innovative development concept for the STIC, define its core value.

d. 规划策略 Planning Strategy

目标导向与问题导向并举，提出实现发展理念的空间规划策略。

Put forward the spatial planning strategy to realize the development concept by Problem-oriented and goal-directed.

e. 布局方案Layout Scheme

科创中心是未来成渝地区的一个重要功能中心。机构可结合国内外类似地区发展经验，提出匹配发展定位的总体功能策划，制定用地功能布局和地块划分，探索具有科创中心特色的功能组织模式。合理配套公共服务设施、商业娱乐设施和支持科创发展的特色服务设施。

The STIC will be an important functional center in Chengdu-Chongqing region. Competitors can study similar cases in domestic and foreign regions, put forward the overall functional planning matching the development orientation, formulate the functional layout of land use and plot division, and explore the functional organization mode with the characteristics of the science and innovation center. Reasonably supporting public service facilities, commercial entertainment facilities and special service facilities supporting the development of science and innovation.

f. 核心指标 Core Index

对科创中心内的开发强度、建筑限高、建筑密度、绿地率等核心指标进行规划。

Put forward the development intensity, building height limit, building density, green rate and other core indicators of the STIC.

g. 城市设计 Urban Design

从公共开敞空间、交通组织、重要节点概念设计

Conceptional design on the public open space, transportation organization and important spots.

h. 开发控制引导 Guide and Control the Development

从建筑界面、建筑退距、建筑风格、建筑色彩、建筑立面、屋顶形式和第五立面提出控制要求。

Rise the control requirement From the architectural interface, architectural distance, architectural style, architectural color, architectural facade, roof form and the fifth facade.
